PROBLEM TO BE SOLVED: To solve a problem in using uniform straight-advance motion as a motion model of a target body that a course change or the speed change of the target body hinders the motion of a target from being analyzed correctly, before and after the change of course or change in speed. SOLUTION: According to this target motion analysis method, after detecting a course change or speed change of the target body, time is estimated of the course change or the speed change by using time-series observation data. Furthermore, the observation data are used to solve a nonlinear optimization problem, wherein target-body position coordinates at reference time, and a course and speed of the target body in each of uniform straight-advance sections, before and after the estimated time of course change or speed change, are used as estimation parameters.
