<p><P>PROBLEM TO BE SOLVED: To provide a moving picture and voice recorder, a moving picture and voice recording method and a moving picture and voice recording program capable of efficiently encoding a video signal by using an encoding parameter suitable for the characteristic of an object estimated from a voice signal. <P>SOLUTION: The moving picture and voice recorder respectively acquires a voice signal and a video signal, a voice encoding part 101 analyzes the frequency of the acquired voice signal to output a frequency characteristic and encodes the voice signal on the basis of the frequency characteristic to output an encoded voice signal, a voice characteristic detecting part 102 calculates a video encoding parameter on the basis of the characteristic of the voice signal detected from the frequency characteristic outputted by the voice encoding part 101, a video encoding part 103 encodes the acquired video signal on the basis of the encoding parameter to output the encoded video signal, a multiplexing part 104 multiplexes the encoded voice signal and the encoded video signal to output a video and voice multiplexed signal, and a recording part 105 records the video and voice multiplexed signal on a recording medium 106. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
