PROBLEM TO BE SOLVED: To provide a user communication device, a user communication method, and a user communication system that can restrain increase in interference while permitting frequent signal transmission according to need.SOLUTION: A user communication device comprises a control unit for controlling communication with a first apparatus that measures power and communication with a second apparatus. The control unit controls communication with the fist apparatus in a first period so that a communication frequency with the first apparatus is a prescribed frequency or below, and in a second period different from the first period, it controls communication with the first apparatus so as to permit the communication frequency with the first apparatus to exceed the prescribed frequency, but restrains communication with the second apparatus.SELECTED DRAWING: Figure 1 |
