PROBLEM TO BE SOLVED: To improve the quality of a reproduced picture by recording a reference picture, receiving information on a motion vector and information for specifying a rounding method, using information on the reference picture and the motion vector, compensating movement and synthesizing predicted pictures in accordance with the rounding method. SOLUTION: A movement estimation unit 1601 estimates a movement between an input picture 101 and the decoded picture of a previous frame, and movement information 120 is outputted. The movement information 120 is used in synthesizing predicted pictures in a predicted picture synthesizer 1603. A rounding method deciding unit 1602 judges whether a rounding method to be used is set to positive rounding or negative rounding in a frame where encoding is executed at present. Information 1604 on the decided rounding method is inputted to the predicted picture synthesizer 1603, which synthesizes/outputs the predicted picture 117, based on the rounding method designated by information 1604.
