PROBLEM TO BE SOLVED: To solve such problems that: a large amount of excavation has to be done in a mountainous district when an embankment is constructed on a steep slope in the mountainous district, causing destruction of nature; construction of a concrete retaining wall for rock fall prevention is economically disadvantageous because a huge concrete structure has to be constructed on a steep mountainous district with poor foothold; and wire netting stretched between steel-frame supports for receicing falling rocks is also economically disadvantageous because the supports having a strength high enough to withstand an impact has to be constructed for absorbing large energy of the falling rocks. SOLUTION: A shear-preventive anchor is driven into a slope. A concrete base block is installed at the foot of the banking, and a panel for a wall face is erected on the base block. A steel material having the lower end fixed to the base block is passed through a vertical through hole formed in the panel, and the panels are stacked with a strain applied from an upper part of the panel for the wall. A banking layer is formed by feeding a banking material between the panels for the wall and the slope. A top surface of the banking layer is paved or a sand layer is formed on the banking layer.
