PROBLEM TO BE SOLVED: To provide a cleaning device that can precisely clean the discharge roller by applying a voltage directly to the discharge roller, and a cleaning method for the discharge roller. SOLUTION: The cleaning device 1 for the discharge roller includes a scraper 2, a container 3, a power source 4, and a voltage control means (not shown), and the cleaning device 1 cleans the surface of an upper discharge roller 6a. The power source 4 has its minus side connected to a discharge roller 6b and its plus side grounded. The discharge roller 6a is grounded. When the voltage is applied while a recording medium 7 does not pass through a press-contact part, paper powder and toner sticking on the lower discharge roller 6b receive electrostatic repulsive force according to its current path, so they are moved to the upper discharge roller 6 a. Paper powder and toner sticking on the upper discharge roller 6a also receive electrostatic repulsive force, so efficiency of cleaning by the scraper 2 is improved. COPYRIGHT: (C)2008,JPO&INPIT
