A device comprising a module for controlling usability of a processing unit of the device, wherein the module comprises a modem that communicates with a cellular network, and an access circuit connected to the modem that carries out cellular network authentication and access, and wherein the module is configured to:
become active, upon the startup of the device, and before the processing unit of the device becomes active; determine one of a plurality of usability states, including at least a normal state and an alert state; and, inhibit operation of the processing unit if the alert state is determined.
