摘要 PROBLEM TO BE SOLVED: To permit the generation of required electrical power with no pollution and with no resource consumption by interconnecting an unlimited number of wind and water turbines at a low facility cost provided there is at least a river with a volume of water at or above a constant volume, by using the resultant force of water flow and wind power of a river for generating force that has been generated by conventional power generation in which costs have been high owing to the large facilities with which force has been generated with a large consumption of resources. SOLUTION: A wind and water turbine 5 having a hood on the upper half thereof, a boat, a gear 6 and a generator 7 which this wind and water turbine arranged sideways, a fixed object 1, a rope or a chain 2, and a weir board 3 provided in a river to partially control water flow, which binds them together, are provided. The weir board 3 prevents debris and driftwood from entering while partially directing the water flow. Also, by providing a hood on the wind and water turbine 5, the water flow and wind force can create a combined resultant force.
