PROBLEM TO BE SOLVED: To prepare an oil-in-water type cosmetic having excellent emulsion stability in a low-viscosity region, and good dispersibility of powder, hardly causing viscosity change with time, keeping good fluidity over a long period, fitting with the skin well without causing greasy feeling, having excellent sense of use with refreshing feeling, and containing the powder. SOLUTION: The oil-in-water type cosmetic having the low viscosity is obtained by formulating a specific polyhydric alcohol-modified silicone compound, an alkyl-modified carboxyvinyl polymer, a cyclic silicone, the powder and water.
