PROBLEM TO BE SOLVED: To provide a quaternary ammonium silicate derivative having high affinity to an organic material, exhibiting weak alkaline or neutral properties, mostly containing silicate having a Q<SB>3</SB>-structure thereby having a lot of a silanolate group (Si-O<SP>-</SP>group). SOLUTION: The quaternary ammonium silicate derivative has a ratio [A<SB>3</SB>/(A<SB>3</SB>+A<SB>4</SB>)] of≥0.2, where A<SB>3</SB>expresses the surface area of a peak constituting a signal belonging to Q<SB>3</SB>and A<SB>4</SB>expresses the surface area of a peak constituting a signal belonging to Q<SB>4</SB>in<SP>29</SP>Si NMR spectrum and has pH≤9.5 in 1 wt.% water dispersion at 25°C.
