PROBLEM TO BE SOLVED: To provide an airbag for a steering wheel capable of inflating and deploying an airbag under a condition that a pressurizing force onto a driver is reduced even if the driver stays near the steering wheel. SOLUTION: In this airbag device for a steering wheel, an airbag 19 is folded via a first step and a second step after a vehicle body side wall 21 and a driver side wall 24 are overlaid and dployed in a flat manner. The airbag 19 is folded via a preliminary folding step for folding a front edge portion 19a toward the vehicle body side wall 21 with a fold line along a sideways direction formed before the first step. The preliminary folded airbag 39 is arranged in a manner that a front edge 39a side, that is, both from a reference position Rp of an inner peripheral edge on the front side of a ring part R to a front side position separated from the center of the ring part R and to the rear side position approaching to the center of the ring part R, is within a range of 20% or less of an inside diameter dimension r4 of the ring part R.
