PROBLEM TO BE SOLVED: To provide a sheet-like emitter which reduces a feeling of incongruity in use by preventing a far infrared rays emitter from protruding, suppresses the propagation of mold, pathogenic bacteria, etc. by smoothly absorbing night sweats etc. in the use, and enhances a far infrared rays emitting effect. SOLUTION: This sheet-like emitter 100 comprises: a sheet 110 which is equipped with a plurality of ball storing holes 160 depressed at predetermined intervals, and joints 150 protruded around the ball storing holes; many far infrared rays emitting balls 170 which are filled in the ball storing holes; a net-like sheet 130 which is thermally fused on the top surface of the sheet 110 so as to fix the far infrared rays emitting balls; and the like. The sheet-like emitter can be easily manufactured by a manufacturing method comprising the following steps: a plurality of the ball storing holes 160 are integrally formed on a base material sheet composed of a synthetic resin material by using a mold; obtained respective ball storing holes are filled with many far infrared rays emitting balls 170; the net-like sheet 130 is superposed on the sheet 110; and the net-like sheet 130 and the sheet 110 are thermally fused together.
