PROBLEM TO BE SOLVED: To obtain a flame-retardant epoxy resin composition which is free from a halogen, gives a cured product which is high in flame retardancy, excellent in heat resistance, moisture resistance, mechanical properties, productivity, etc. and can be used for the laminates of electronic or electric parts, by compounding a phosphorus-containing epoxy resin, a novolak type epoxy resin, and a curing agent. SOLUTION: This flame-retardant epoxy resin composition comprises (A) a phosphorus-containing epoxy resin of the formula [(y) is 1 to 3; (x), (z) are each 0 to 7; R1, R2 are each (lower alkyl-substituted) phenyl] (for example, the reaction product of diphenylphosphinylhydroquinone with a bisphenol-F type epoxy resin), (B) a novolak type epoxy resin (for example, a phenol novolak type epoxy resin), and (C) a curing agent (for example, dicyandiamide). The component B is preferably used in an amount of 1 to 40 wt.% based on the total amount of the epoxy resins, and the component C is preferably used in an amount of 0.3 to 1.5 equivalents per equivalent of the total amount of the epoxy resins of the components A and B.
