PROBLEM TO BE SOLVED: To provide a radiation image converting film excellent in moisture- proofness and capable of providing a radiation image of high quality. SOLUTION: In this panel having a phosphor layer and a protection film provided thereon, the protection film of low moisture permeability is provided on the phosphor layer formed by a vapor deposition in the condition where 70% of gaps in formation of the phosphor layer are preserved.
