PROBLEM TO BE SOLVED: To provide a light-emitting element having high reliability and excellent in light extracting efficiency, and to provide a manufacturing method thereof and a lamp.

SOLUTION: In the light-emitting element, an titanium oxide conductive film is used for at least one layer of a transparent electrode, a light-emitting wavelength of 300-550 nm is provided and an optical catalytic reaction preventing layer is formed so as to cover the titanium oxide conductive film.
