Provided is a motor controller which is down-sized as a whole by effectively using a fin section of a heat sink and furthermore, is reduced in cost by reducing material cost. A motor controller (1) is provided with a heat sink (2), which has a base section (21) for adhesively fixing a power semiconductor module (3) having a plurality of external electrode terminals (31) and a fin section (22) formed to protrude from the base section (21). The power semiconductor module is also provided with a substrate (4) to which the external electrode terminals (31) of the power semiconductor module (3) are connected. The heat sink (2) has a heat pipe (5), a heat absorbing section (51) of the heat pipe (5) is arranged on a base section (21) of the heat sink (2), and a heat dissipating section (52) of the heat pipe (5) is arranged on the fin section (22) of the heat sink (2).
