PROBLEM TO BE SOLVED: To provide a composition for inhibiting scatter of asbestos, which is excellent in permeability and wettability and is capable of highly inhibiting release of asbestos scattering, and a method for removing an asbestos-containing spraying material using the same. SOLUTION: When removing the asbestos-containing spraying material, an asbestos scatter inhibitor is sprayed in the form of a foam onto the asbestos-containing spraying material to be removed, and the spraying material is wetted and peeled off from a support. The asbestos scatter inhibitor comprises an aqueous solutions of a tall oil fatty acid potassium, a tall oil fatty acid alkanol amide and a polyoxyethylene alkyl ether essentially comprising palm oil.
