PROBLEM TO BE SOLVED: To provide a hydraulic shock absorber capable of improving a degree of freedom of adjusting a damping force characteristic with a simple structure. SOLUTION: This hydraulic shock absorber continuously changes a step height to valve seats 11 and 12 and inner seats 13 and 14 in the valve seat peripheral direction, and continuously changes valve opening pressure of disc valve groups 15 and 16 in the valve seat peripheral direction. Thus, the flexibility of setting the damping force characteristic can be expanded with respect to a conventional hydraulic shock absorber being constant in the step height to the valve seats 11 and 12 and the inner seats 13 and 14. The hydraulic shock absorber can also be performed by the simple structure of only continuously changing the step height to the valve seats 11 and 12 and the inner seats 13 and 14 in the valve seat peripheral direction.
