A policy control method of a network system and a system thereof are provided to obtain driving information on a client terminal connected to a network, and to apply the obtained information to a control policy preset to control each client, thereby controlling driving of an application program(or process) and network connection of the clients. A client(10) has a monitoring program for monitoring driving information to provide the information to a policy control server(100). The policy control server(100) decides whether one of a process, an application program, and a network usage rate does not satisfy preset driving standards. If the policy control server(100) decides that the network usage rate of the client(10) does not satisfy the standards, an NMS(Network Management Server)(200) controls the monitoring program so that an application program and a processor causing network traffic are forcibly terminated. Based on the driving information, the policy control server(100) generates and stores driving history for the client(10).
