PROBLEM TO BE SOLVED: To provide a toner supplying roller managing both high speed printing and suppression of image quality deterioration and to provide a developing apparatus with the roller. SOLUTION: The toner supplying roller 3 is provided with a projection 33 forming continuous recessions and projections in a periphery direction of the roller on a surface of a foamed elastic body layer 32 abutted to a developing roller. Furthermore, the foamed elastic body layer 32 is provided with conductivity with electric resistance in a range of 103Ωto 107Ω. In addition, hardness of a surface of the foamed elastic layer 32, that is force necessary to compress the foamed elastic body layer 32 30% in the direction of thickness from an outer periphery surface of the foamed elastic body layer 32 is 1.5N or less when a disc with a diameter of 50 mm is pressed to the toner supplying roller 3.
