PROBLEM TO BE SOLVED: To obtain a new compound exhibiting high controlling effect on various insect pests resistant to conventional agricultural/horticultural germicides, insecticides and miticides, and also having high safety to crops and high herbicidal activity, therefore useful as an agrochemical. SOLUTION: This new compound is a compound of formula I [R1 is a 1-4C haloalkyl; R2 is H, a 1-10C alkyl or the like; R3 is H, a 1-6C acyl or the like; Q is a group of formula II (X is H, a halogen or the like; m is 1-5) or the like], e.g. 3-(4-chloro-2-fluorophenylamino)-4-methyl-6-trifluoromethyl-1,2,4- triazin-5[4H]-one. The compound of formula I is obtained by reaction between a compound of formula III (Y is a halogen, 1-4C alkylthio or the like) (e.g. 4-methyl-3-methylthio-6-trifluoromethyl-1,2,4-triazin-5-[4H]-one) and a compound of formula IV (e.g. 4-chloro-2-fluoroaniline).
