PROBLEM TO BE SOLVED: To obtain both a new flame retardant producing ultrahigh flame retarding effects without substantially containing an atom such as a halogen, phosphorus or nitrogen and capable of using an inexpensive raw material and a flame retardant resin composition flame-retarded by using the flame retardant. SOLUTION: This flame retardant comprises a polymer composed of silicon, aluminum and oxygen, having a skeleton substantially formed of silicon-oxygen bonds and aluminum-oxygen bonds and further having aromatic rings in the molecule. The flame retardant resin composition is obtained by including the flame retardant in an amount of 0.1-50 pts.wt. based on 100 pts.wt. of a resin.
