PROBLEM TO BE SOLVED: To obtain a water base covering composition that shows excellent storage stability and can form a coating film excellent in weather, resistance, clarity, adhesion, and the like. SOLUTION: The objective water base covering composition comprises a copolymer that is obtained by radical polymerization of an ethylenically unsaturated monomer having a solubility of 0.1-10 mass % in water at 20 deg.C in the presence of an emulsifier and using an oil-soluble radical polymerization initiator having a solubility of <=0.5 mass % in water at 20 deg.C in the presence of a water base dispersion containing a polyorganosiloxane polymer that is obtained by co-condensation of an organosiloxane with a cross-grafting agent and has a weight-average particle size of 5-100 nm.
