FIELD: metallurgy, steel production. ^ SUBSTANCE: invention proposes a complex modifying agent comprising the following components, wt.-%: carbon, 0.3-0.5; silicon, 5.0-10.0; manganese, 15.0-20.0; nickel, 5.0-10.0; nitrogen, 0.1-0.2; chrome, 40.0-50.0; niobium, 3.0-5.0; molybdenum, 3.0-5.0; copper, 3.0-5.0; magnesium, 0.5-1.5, and iron, the balance.
