PROBLEM TO BE SOLVED: To highly accurately detect a target set to be detected from an image while utilizing a visible light component and an infrared component by utilizing the visible light component and the infrared component. SOLUTION: A target detector 100 detects a target from an image by utilizing reflection characteristics over a visible light region to an infrared region of the target. An imaging element 30 outputs a plurality of different color components and infrared components from an incident light. A control section 40 generates hue components for each of regions from the plurality of color components, and uses the hue components and infrared components of the region to decide whether the region is a region indicating the target. Alternatively, the control section 40 applies a predetermined operation to each of at least two kinds of color components and the infrared components, and decides whether the region subjected to the operation is a region indicating the target using a result of operation.
