This invention provides a water soluble sealing packaging material which can seal a medicament to be dispersed and dissolved in water, is soluble in water, does not contain any substance potentially harmful to health, can be used safely, and, even after long-term storage of the packaging material, in which a medicament, especially a medicament containing a chlorine-containing or bromine-containing compound, is sealed, is not deteriorated and can maintain a highly water soluble property, and is excellent in resistance to halogens. The water soluble sealing packaging material is formed of a starting packaging material containing 100 parts by weight of a polyvinyl alcohol resin and 0.1 to 100 parts by weight of at least one inorganic compound selected from hydrotalcite compounds, carbonates containing group IIa and group IIb metals, oxides containing the metals, and hydroxides containing the metals and is used for sealing of a halogen-containing medicament.
