A communication speed estimation apparatus according to the present invention comprises: a first means that generates communication log information displaying a history of communications performed by a user to store in a communications history information memory unit; a second means that calculates throughput results information for each of a server, a network, and a user terminal used in the communications for separate periods of time on the basis of the stored communication log information and that stores the calculated throughput results information in a quality information memory unit; and a third means that reads out in advance corresponding throughput results information from the quality information memory unit on the basis of at least one of a terminal the user is trying to use, the server, and the network and a period of time including a time for attempting communication when the user newly performs communication and that estimates communication speed in the new communication on the basis of the read out throughput results information.
