PROBLEM TO BE SOLVED: To provide a film and a film forming composition applicable to a surface of a tissue, so as to meet the need for a novel and alternative active substance delivery system. SOLUTION: Each of the film and the film forming composition comprises at least one type of a polycarboxylated polymer and at least one type of polysaccharide, similarly contains an active component, is an agent for use in a medicament, a nutritional supplement, a medicated cosmetic and a cosmetic, and also contains other constituent, for example, a plasticizing agent, an emulsifying agent, a moistening agent, a surfactant, a fragrant material, a coloring agent, a taste masking agent such as a flavoring agent and a sweetening agent, and a permeation enhancing agent or any other surface modifier. In an embodiment, the film is packaged with a base material, so as to apply afterwards to an externally injured tissue such as a wound which is desirably treated with a backing material such as gauze.
