BIT RATE CONVERSION DEVICE AND METHOD OF DVB-H SIGNAL

PROBLEM TO BE SOLVED: To provide a bit rate conversion device suitable for a DVB-H signal.

SOLUTION: The device does not have any rewrite functions of a PCR value. The device has: a means 42 for storing the DVB-H signal according to a first bit rate; a means 46 for generating a NULL packet continuously according to a second bit rate; and a means 45 for outputting one of the stored packet and the NULL one according to the second bit rate. The device may have a means 51 for inputting a TS signal of DVB-H standard and for deleting the NULL packet from the TS signal. The device may have a means 61 for inputting the TS signal of the DVB-H standard and for passing only a packet indicating one program for composing the TS signal and a PSI/SI packet.
