PROBLEM TO BE SOLVED: To improve the appearance of a steel plate having a projecting pattern on the surface. SOLUTION: By pressing a roll 7 on the surface of which a recessed pattern 8 is formed against the surface of thick parts 1A of the steel plate 1 which are formed by building up the thick part 1A in prescribed places, the projecting pattern corresponding to the recessed pattern are formed. At this time, the roll 7 is not brought into contact with the non-thick parts 1B of the steel plate 1, so the material in the thick parts 1A escapes to the sides of the non-thick parts 1B smoothly.
