PROBLEM TO BE SOLVED: To apply a round billet and a square billet commonly to a hot- continuous rolling without changing the rolls. SOLUTION: The first rolling stands S1, S3 having a pair of flat rolls and the second rolling stands S2, S4 having a pair of flat rolls different by 90 deg. to the axial direction of the flat rolls in the first rolling stand, are used. While individually executing the control in the number of revolutions of rolls to the round billet CB and the square billet SB, commonly a hot-rough rolling is executed. After forming into the square cross section, a middle rolling and a finish rolling are executed to form the round billet having small diameter.
