PROBLEM TO BE SOLVED: To provide a countermeasure since if collision of a large meteorite to the earth, eruption of a large volcano, and dust, soil dust and water vapor blown up by a nuclear war of large scale are left unsolved, it is diffused to troposphere and statosphere and earth irradiation of sun light is shut off, and since the earth is frozen if such a hazard is large in scale and winter of collision of the meteorite, winter of eruption of the large volcano and winter of nucleus unwillingly arrive and large crisis of (semi) destruction of human beings and many organisms is caused when the degree is intense. SOLUTION: The protection development device constitutes a frontal surface on a boundary of partial cold air and warm air by moving a shading part of the sun light by a base system group immediately after collision, eruption and explosion before the winter arrives. The system for promoting rainfall is quickly made approached to a boundary line of a shutting off article, and the shutting off article is washed off by the rainfall. Since the troposphere can be maintained clean and heating of the reflected sun light also exists, it is presumed that freezing of the earth is avoided and the large crisis of arrival of the winter is avoided.
