PROBLEM TO BE SOLVED: To provide a liquid filling device capable of quickly, easily, and surely filling a liquid storage body with a liquid with a high degree of deaeration by a simple structure and also provide a method of filling the liquid. SOLUTION: This liquid filling device comprises: pipes (a first pipe 41, a hollow yarn bundle 42, and a second pipe 42) for connecting a pressurized tank 31 and an ink pack 13 so that an ink F can be supplied from the pressurized tank 31 for storing the ink F for filling, with the ink, the ink pack 13 so formed as to store the ink F; a deaeration means interposed in the pipes and deaerating the ink F in the pipes by generating a suction force during the driving; and an air vent pipe 45 branched from the pipes and communicably connected to the deaeration means.
