The present invention relates to a device and method for allocating a frequency spectrum, configured to allocate a frequency spectrum in a scene of sharing frequency spectrums by a plurality of carriers, the method comprising: a frequency spectrum allocation device determines an expected performance parameter value of each carrier requiring frequency spectrum allocation on an applied bandwidth (600); the frequency spectrum allocation device determines price function factors of each carrier according to the determined expected performance parameter value of each carrier (601); and the frequency spectrum allocation device allocates, from the currently available frequency spectrum resources, the frequency spectrums for each carrier according to the cost function factors, frequency spectrum allocation fairness factors and correction factors of each carrier (602). The present invention realizes frequency spectrum allocation in a scene of sharing the frequency spectrums by a plurality of carriers, thus improving system performance. |
