PROBLEM TO BE SOLVED: To generate an improved production planning automatically such that electricity rate accompanied by product manufacturing according to product planning is inexpensive.SOLUTION: An adjustment object order determination section 13 determines that all the manufacturing orders that match an arbitrarily designated condition among each manufacturing order of production planning information are an adjustment object order. An order change section 14 generates the candidate of improved production planning information by changing the execution sequence of an arbitrary adjustment object order on the basis of electric power unit price information by the time zone. The candidate may be generated in plural. When generating plural candidates, the order change section selects one from the plurality of candidates to determine it to be improved production planning information.SELECTED DRAWING: Figure 1
