<P>PROBLEM TO BE SOLVED: To suppress leak of fuel gas from the end surface of a gas diffusion layer such as a porous body layer. <P>SOLUTION: An MEA 20 formed by laminating an electrolyte membrane and an electrode catalyst layer has a first gas diffusion layer 22, a second gas diffusion layer 10, and a separator 40 in an anode. The second gas diffusion layer 10 has a first seal layer 12 on the end surface. A second seal layer 13 is extended onto the interface between the second gas diffusion layer 10 and the first gas diffusion layer 22 across the distance of L from the end surface of the second gas diffusion layer 10.
