PROBLEM TO BE SOLVED: To provide means (a wireless communication device, and a server device) and a communication control method for establishing a wireless communication session from the beginning by selecting an optimum wireless communication system for both transmission side terminal and reception side terminal which are not connected to a line switching network. SOLUTION: Wireless communication terminals UA10, UA20 which can utilize a plurality of different wireless communication systems are provided with transmission parts 110 for transmitting a call request including information on a condition of the wireless communication system the transmission side desires by utilizing the predetermined wireless communication system, and control parts 120 for controlling to transmit the call request again by utilizing other wireless communication system different from the predetermined wireless communication system based on received information of the wireless communication system, which the reception side utilizes, in receiving information that the reception side utilizes the wireless communication system which is not adapted to the condition of the wireless communication system the transmission side desires upon the call request the transmission part 110 transmits.
