<P>PROBLEM TO BE SOLVED: To provide a multistage fuel synthesizing device and method for stably and continuously synthesizing biodiesel fuel from stock oil. <P>SOLUTION: First biodiesel fuel, oil and fat, and water can be separated from each other and made to flow out of the reactor 1, by controlling the value of the reaction characteristic factor included in a substance balance equation related to a chromato reactor for determining the flow-out state of fatty acid, oil and fat, fatty acid ester, and water from the chromato reactor 1.
