PROBLEM TO BE SOLVED: To manufacture a coating of a fine particle, for example, the coating having an average particle diameter of 0.7μm or smaller without requiring a dispersing agent and a binder. SOLUTION: The apparatus is provided with a first ultrasonic treatment means 11 for performing a dispersion treatment for creating the coating by applying an ultrasonic wave to a carbon black powder in an organic solvent; a bead mill dispersion machine 12 for performing fine division of the carbon black powder by applying a dispersion treatment by a shearing force to the carbon liquid created to the coating; and a second ultrasonic treatment means 13 for applying an ultrasonic wave to the dispersion after subjecting to the fine division treatment again.
