PROBLEM TO BE SOLVED: To provide a packaging buffer material which is of a simple structure and can be assembled easily, and yet has a sufficient buffering function and a packaged article fixing function. SOLUTION: The packaging buffer material 100 has first and second side faces 1a, 5a, and 6a which are raised against a bottom face 2 to form storage spaces inside the first and second side faces, respectively, third side faces 5b, 6b which are folded against the second side faces and are located inside the first side face 1a, a first flap 1c which is formed as an extension from the first side face 1a, and second flaps 5c, 6c which are formed as extensions from the third side faces 5b, 6b. The first and second flaps 1c and 5c, 6c can be elastically folded inwardly against the first and third side faces 1a and 5b, 6b, respectively, and the second flaps folded against the third side face are located between the first side face and the first flap folded against the first side face 1a.
