SOLUTION: The perpendicular magnetic recording medium (10) has a substrate (11), a soft magnetic buffer layer (12) formed on the substrate, an Ru/Ru alloy underlayer (14, 15) formed on the soft magnetic buffer layer and including Ru or a Ru alloy, a recording layer (16) formed on the underlayer and having a multilayer or single-layer structure including at least a layer including a plurality of magnetic particles each having a magnetization-easy axis oriented perpendicularly to the substrate, and a non-magnetic material surrounding the plurality of magnetic particles, and a layered structure (30, 30A to 30E) interposed between the soft magnetic buffer layer and the underlayer and including at least a crystalline structure film (21) including Ru or a Ru alloy, a first polycrystalline film (25), and a second polycrystalline film (22).
