A technology is provided with which it is possible to moderate concentration of ONU registrations to an OLT. An OLT (101) is provided with: a reception unit (11) for receiving a registration request arriving within a time window from an ONU; a buffer (12) for storing the registration request from the reception unit (11); a registration processing unit (21) for performing a registration process for registering the ONU that transmitted the registration request on the basis of the registration request outputted from the buffer (12); a registration determination unit (22) for determining the success or failure of the registration process; and a throughput control unit (23) for controlling the throughput of the registration process by the registration processing unit. When it is determined by the registration determination unit (22) that a registration process has failed, or that a registration process may fail, the throughput control unit (23) reduces the throughput of the registration process.
