PROBLEM TO BE SOLVED: To obtain a laser scanner having small number of components and heat dissipation effects, in which a light emitting element is three-dimensionally adjustable, and to obtain an image forming apparatus. SOLUTION: The laser scanner is provided with a laser diode 20; an optical element which shapes the beam emitted from the laser diode 20; a heat dissipation member which holds the laser diode 20; and a holder, on which the heat dissipation member and the optical element are fixed. The heat dissipation member 4 has an outer circumferential part formed in a circular disk centering on an optical axis and the holder has a positioning hole part into which the circular disk part is inserted. The circular disk part of the heat dissipating member is inserted into the positioning hole part of the holder, the position of the laser diode is adjusted three-dimensionally, when an adhesive filled into the gap between the circular disk part and the positioning hole part is not hardened, and then the adhesive is hardened.
