PROBLEM TO BE SOLVED: To provide a developer concentration adjusting device and a developer concentration adjusting method for easily adjusting a developer concentration while measuring the concentration of a high-concentration developer without requiring labor for liquid quantity control, and restraining a necessary supply developer without respect to an initial concentration of the developer to be adjusted for quickly and efficiently adjusting to a desired concentration, and to provide an image forming apparatus using the device and the method to easily and accurately adjusting a concentration of a collected developer for efficiently reusing it. SOLUTION: A liquid quantity is controlled by using overflow from an opening of a concentration adjusting tank.
