<P>PROBLEM TO BE SOLVED: To provide a development device that reduces impact applied to a spacing member, and to provide an elastic member, an image forming apparatus, and an image forming system. <P>SOLUTION: The development device includes a development roller for holding developer thereon, and the spacing member which is brought into contact with an image carrier and separated from it and is used for fixing spacing between the image carrier and the development roller by the contact with the image carrier. Using the developer held on the development roller, the development device develops a latent image held on the image carrier.
