A cell re-selecting method in a network having an HCS(Hierarchical Cell Structure) is provided to prevent degradation of performance of a system by preventing a ping-pong phenomenon. A serving cell is selected and reception signals of neighbor cells are measured. Measurement results of the neighbor cells are compared with channel quality required by a network to decide ranking. When the channel quality of the serving cell does not satisfy the channel quality required by the network, a neighbor cell with the highest level is selected. When receive sensitivity of the serving cell is greater than that of the neighbor cell, the serving cell is re-selected. When the re-selected serving cell fails to satisfy the channel quality required by the network so cell re-selection is required, it is checked whether the receive sensitivity and channel quality of the serving cell satisfy those set in a terminal. When the receive sensitivity and channel quality satisfy the internally set values of the terminal, cell re-selection is not executed.
