PROBLEM TO BE SOLVED: To obtain the subject composition capable of forming a coating film of excellent antifoggingness by including inorganic alkoxide(s), a water-absorbing organic polymer, a catalyst, and a hydrous organic solvent. SOLUTION: This composition comprises (A) at least one kind among inorganic alkoxides and the corresponding OH group-bearing polymers formed by hydrolysis and polycondensation of the above inorganic alkoxides, (B) a water-absorbing organic polymer (pref. polyacrylic acid compound or polyalkylene oxide), (C) a catalyst, and (D) a hydrous organic solvent; wherein the component B may be a basic water-absorbing polymer (pref. methylenebisacrylamide or the like). The other objective hygroscopic composite material is obtained by coating a substrate with this composition; this composite material has a surface hardness of HB to 6H in terms of pencil hardness, and furthermore, preferably has the following physical properties: the thickness of the coating film made from this composition is 0.5-4μm, the contact angle of the coating film with water <=30 deg., the haze of the coating film <=1%, etc.
