<P>PROBLEM TO BE SOLVED: To provide an IC card system for easily accumulating a sum for a balance stored in a deferred payment type IC card by making the IC card include the elements of a prepaid card. <P>SOLUTION: This IC card C is made to include balance information data whose use sum is subtracted in charge payment based on the use of the IC card. When performing access to the IC card C, and detecting that balance information is less than a fixed sum, a terminal station 2 automatically accumulates the sum, and transmits the accumulation information included in use information to a center station 1.
