<P>PROBLEM TO BE SOLVED: To certificate user's whereabouts and to give permission for motion on the basis of the whereabouts certificate to be used for the user. <P>SOLUTION: A code display device 30a displays a two-dimensional code image. Concretely, and authentication information is created on the basis of a display device ID, an access code and a present time, and applied as a CGI parameter of a GET method of HTTP to create a request line. The code display device displays the two-dimensional code image representing the request line. A pupil performs an operation for releasing the shutter in a state that a digital camera 21 of a mobile communication terminal 20 is approached to a display portion of the code display device 30a. According to this operation, the mobile communication terminal 20 picks up the two-dimensional code image displayed on the code display device 20a, and transmits the same to a presence/absence management device 60.
