A video encoding apparatus includes a picture encoding unit which encodes each picture contained in the video data and appends, to the encoded video data, additional information that indicates the position of a splicing point picture within the encoded video data. The splicing point picture is a picture in which, even when other encoded video data is added immediately following the splicing point picture, the splicing point picture and all pictures preceding the splicing point picture in encoding order can be decoded. |
